Solution

For parallel lines, $a_1/a_2 = b_1/b_2 \implies 4/(k-2) = (k-2)/9 \implies (k-2)^2 = 36 \implies k-2 = 6 \implies k = 8$. Then $k^2 + 6 = 64 + 6 = 70$.
